PJM Grid Reliability: What Power Orders Mean for US Energy Security

Two emergency orders issued by the US Department of Energy highlight a growing constraint on the US power system: maintaining sufficient generation while electricity demand continues to increase. 

DOE authorized PJM Interconnection to continue operating Unit 4 at Maryland’s Wagner Generating Station beyond its existing operating limit through November 17. Two days later, DOE issued another order requiring PJM to keep Units 3 and 4 at Pennsylvania’s Eddystone Generating Station available through November 20. Both actions were taken under Section 202(c) of the Federal Power Act in response to anticipated electricity demand and reliability requirements. 

The significance for the energy sector is not limited to the individual generating units. The orders illustrate how existing generation remains part of the reliability equation while new generation, transmission and grid infrastructure are developed. 

Rising Demand Is Increasing Pressure on Existing Infrastructure 

DOE has identified rapid load growth as a significant challenge for the US electricity system. Assessment noted that US electricity demand had been broadly flat for almost two decades before beginning to increase at close to 3% annually from 2023. 

Data centers, industrial facilities, electrification and other large loads are adding demand in specific regions, making local generation and transmission capacity increasingly important to system planning. 

For grid operators, this creates a more immediate requirement to maintain adequate capacity while longer-term infrastructure projects move through development, permitting and construction.

Grid Equipment Is Part of the Same Problem

Generation capacity alone does not determine whether electricity can reach customers. 

Transmission equipment, transformers, substations and distribution infrastructure determine how effectively available generation can serve demand. 

DOE announced a $4 million funding opportunity to test and validate pre-commercial transmission and distribution technologies intended to increase grid capacity and flexibility while reducing dependence on foreign supply chains. 

The initiative reflects a practical concern for energy infrastructure: equipment availability and domestic supply chains can influence how quickly the grid can respond to changing demand. 

What This Means for Energy Security 

PJM orders provide a useful example of the relationship between generation availability, infrastructure capacity and electricity demand

For utilities, large energy users, infrastructure developers and investors, these factors increasingly need to be considered together. 

The relevant questions include: 

● Is sufficient generation available during periods of high demand? 

● Can transmission infrastructure deliver that power where it is required?

● How quickly can new grid equipment be procured and installed? 

● Which existing assets need investment to remain available? 

● How should new industrial and data-center loads be incorporated into infrastructure planning? 

These are increasingly practical considerations for US energy security. 

The developments do not point to a single solution. They demonstrate that maintaining reliable electricity supply requires coordination across generation, transmission, equipment supply chains, demand growth and infrastructure investment

For companies planning large energy-intensive projects, that wider system capacity is becoming an increasingly important part of project planning.
